A BILL FOR AN ACT
relating to animals.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Chapter 143, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:
"§143- Confinement of pet animals. (a) Owners of pet animals within an urban district as described in chapter 205 shall not allow pet animals to run or be at-large and shall confine their pet animals to their private property.
(b) Owners may allow a pet animal off their private property if the animal:
(1) Is confined in a container, kennel, or cage that humanely accommodates the pet animal;
(2) Is outfitted with a collar or harness attached to a leash or lead that is in the control of the owner or person in charge of the pet animal; or
(3) Is allowed to roam in a confined area designated as an area not requiring a leash or lead.
(c) "Pet animal" shall have the same meaning as that defined under section 711-1100."
SECTION 2. New statutory material is underscored.
SECTION 3. This Act shall take effect upon its approval.
