A BILL FOR AN ACT
mAKING an APPROPRIATION FOR THE university of hawaii.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
Part I
SECTION 1. The following sums, or so much thereof as shall be sufficient to finance the projects listed in this Act, are hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2005-2006, to finance the following capital improvement projects for the University of Hawaii:

SECTION 2. The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the University of Hawaii for the purposes of this Act.
Part II
SECTION 3. The director of finance is authorized to issue general obligation bonds in the sum of $45,000,000, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2005-2006 for the purpose of the following project:
Site development, University of Hawaii-West Oahu,
Kapolei, Oahu
Plans, design, and construction to provide the infrastructure necessary for the development of new campus facilities for the University of Hawaii-West Oahu and to support other private development situated on university property at Kapolei, Oahu that would enhance the development of a new campus.
SECTION 4. The appropriation made for the capital improvement project authorized by this part shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2008, shall lapse as of that date.
Part III
SECTION 5. The director of finance is authorized to issue general obligation bonds in the sum of $941,000, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2005-2006 for the purpose of designing and constructing temporary facilities for the University of Hawaii-West Oahu, as follows:
University of Hawaii-West Oahu, temporary facilities, Oahu
Design, construction, and equipment for temporary facilities for the University of Hawaii-West Oahu. Project to include ground and site improvements, equipment and appurtenances, and all project costs.

SECTION 6. The appropriation made for the capital improvement project authorized by this part shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2008, shall lapse as of that date.

SECTION 7. There is appropriated out of the general revenues of the State of Hawaii the following amounts or so much thereof as may be necessary for fiscal year 2005-2006 and fiscal year 2006-2007, for the University of Hawaii-West Oahu:

SECTION 8. The sums appropriated shall be expended by the University of Hawaii for the purposes of this Act.
SECTION 9. This Act shall take effect on July 1, 2005.
