A BILL FOR AN ACT
RELATING TO CAPITAL IMPROVEMENT PROJECTS FOR THE BENEFIT OF THE FORTY-FOURTH REPRESENTATIVE DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The following sums, or so much thereof as shall be sufficient to finance the projects listed in this Act, are hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2005-2006.
1. To be expended by the department of accounting and general services:
A. Nanakuli Hawaiian Homestead Community Association, Nanakuli, Oahu.
Design and Construction of a Community Center with matching funds from private foundations, individuals, and federal grants.

B. Boys and Girls Club of Hawaii, Nanakuli, Oahu.
Design, construction and equipment for the Boys and Girls Club of Hawaii, Club House in Nanakuli with matching funds from private foundations, individuals, and federal grants.

C. Native Hawaiian Resource Library, Nanakuli, Oahu.
Planning and Design to construct a Native Hawaiian Resource Library in Nanakuli.

Design and construction of maintenance shed at Nanaikapono Elementary School.

Design and construction of sidewalk improvements.

Regrade field, install sprinkler system, and construct retaining wall to correct erosion problem that has plugged up driveway catch basins (storm drains). This project is to include the restoring of the softball field and construction of two dugouts.

2. To be expended by the department of transportation:
A. Waianae second access road, Oahu.
Planning of a permanent second access road.

B. Mauka Highway, Makaha to Nanakuli, Oahu.
Plans for the development of a Mauka Highway, including an environmental impact statement for a Mauka Highway as an alternative route to Farrington Highway from Makaha to Nanakuli.

SECTION 2. The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 2005.
