A BILL FOR AN ACT

 

relating to affordable housing.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that there is a need for more coordination in the development and delivery of affordable housing units throughout the State. This normally would be the responsibility of the housing and community development corporation of Hawaii; however, the corporation is presently involved with its own major internal reorganization.

Accordingly, the purpose of this Act is to establish a temporary affordable housing coordinator position in the corporation for administrative purposes only to coordinate and expedite the development of affordable housing projects.

SECTION 2. Chapter 201G, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

"§201G-   Affordable housing coordinator. (a) There is established the position of affordable housing coordinator in the housing and community development corporation of Hawaii for administrative purposes.

(b) The affordable housing coordinator shall:

(1) Direct, facilitate, and coordinate affordable housing projects statewide;

(2) Assist housing developers to qualify as eligible developers for the corporation's housing development programs;

(3) Assist eligible developers in maximizing benefits available through existing federal, state, and county programs, including but not limited to tax incentives, subsidized or guaranteed loan programs, and "fast track" exemption programs;

(4) Assist in accelerating the permit process for affordable housing projects; and

(5) Serve as an advocate for affordable housing projects and persons and families in need of affordable housing."

SECTION 3. New statutory material is underscored.

SECTION 4. This Act shall take effect upon its approval; provided that this Act shall be repealed on June 30, 2008.
