A BILL FOR AN ACT

 

RELATING TO AFFORDABLE RENTAL HOUSING.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that Hawaii's affordable housing problem has worsened. Rising real property values and shrinking rental property inventories have caused undue stress on renters with limited incomes. Among those hardest hit by the lack of affordable housing are native Hawaiians who populate homeless shelters and who sometimes depend on family and friends for their housing needs.

The purpose of this Act is to require the housing and community development corporation of Hawaii, department of Hawaiian home lands, and other interested parties to discuss the elimination of barriers against beneficiaries of Hawaiian home lands to build and rent affordable rental units to other native Hawaiians.

SECTION 2. The housing and community development corporation of Hawaii, department of Hawaiian home lands, and other interested parties invited by the corporation or the department, shall meet to investigate, identify, and eliminate barriers against Hawaiian home land beneficiaries to build affordable units on those lands to rent to other native Hawaiians.

SECTION 3. The housing and community development corporation of Hawaii shall report its findings and recommendations, including proposed legislation, to the legislature, no later than thirty days prior to the convening of the regular session of 2006.

SECTION 4. This Act shall take effect upon its approval.
