A BILL FOR AN ACT
relating to capital improvement projects for the benefit of the second representative district.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The following sums, or so much thereof as shall be sufficient to finance the projects listed in this Act, are hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2005-2006.
1. To be expended by the police department of the county of Hawaii:
Police department, county of Hawaii
Police telecommunications upgrade to 700 MHz
Planning $
Equipment $
Facilities improvement $
Consultant $

Total Funding $24,000,000
SECTION 2. The director of finance is authorized to issue general obligation bonds in the sum of $ , or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal biennium 2005-2007, for the purposes of financing the following capital improvement projects:
1. To be expended by the department of land and natural resources:
A. Waiakea Kai ramp, Hawaii
Construction of a two-lane boat launch ramp to be located within the Wailoa small boat harbor-Suisan basin along the west makai dock with boat wash down area and parking for truck and boat trailers.

B. Wailoa small boat harbor maintenance dredging, Hawaii
Dredging of the entrance channel of Wailoa small boat harbor, portion of Suisan basin and surrounding areas of the groin on the Hilo bayfront; and replacement of one parking light pole and fixture at Wailoa river mouth to increase night navigation visibility.

SECTION 3. The appropriation made for the capital improvement projects authorized by section 2 of this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2008, shall lapse as of that date.
SECTION 4. The sums appropriated for the respective capital projects set forth in sections 1 and 2 shall be expended by the designated expending agencies for the purposes of this Act.
SECTION 5. This Act shall take effect on July 1, 2005.
