A BILL FOR AN ACT

 

relating to capital improvement projects for the benefit of the thirty-eighth representative district.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The thirty-eighth representative district comprises the rapidly expanding Mililani community and includes a middle school, a single high school, and four elementary schools. Although its residents are very concerned about the quality of public education, a growing student population combined with inaccurate enrollment projections have plagued the schools for many years. One example is the new Mililani Ike elementary school which first opened its doors in May 2004. For the upcoming 2005-2006 school year, this school will require the addition of eight portable classrooms to reduce the current congestion.

The overcrowded conditions in these schools result in an excessive strain on the infrastructure, and it also exposes our children to health and safety concerns. This Act addresses the needs of our schools in the thirty-eighth representative district as identified by the principals, teachers, parents, and community members. The projects listed in this Act will help address many of the concerns raised by Mililani residents at various community forums.

SECTION 2. The following sums, or so much thereof as shall be sufficient to finance the projects listed in this Act, are hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2005-2006:

1. To be expended by the department of accounting and general services:

A. Mililani Ike elementary school, Oahu

Construction for eight temporary, portable classrooms.

Plans, design, and construction for a permanent ten-classroom addition to provide additional classroom space.

Design and construction for covered playcourts.

D. Kipapa elementary school, Oahu

Plans, design, and construction to update school's electrical system.

E. Mililani Waena elementary school, Oahu

Plans, design, and construction for an air conditioning system and to upgrade electrical system.

F. Mililani public library, Oahu

Plans, design, and construction for expansion of existing parking lot.

SECTION 3. The sums appropriated for the respective capital projects set forth in section 2 shall be expended by the designated expending agency for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2005.
