A BILL FOR AN ACT
Making an appropriation for emergency medical services.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
PART I
SECTION 1. The provision of emergency medical services is essential for the health, safety, and welfare of the people of Hawaii. Currently, however, urban Honolulu areas, particularly in Makakilo, lack sufficient emergency medical services commensurate with their population growth and high rates of motor vehicle crashes, medical emergencies, and other traumas.
The purpose of this part is to provide funding for an additional third shift of ambulance service at the Makakilo ambulance unit that currently is not in service from 11:00 p.m. to 7:00 a.m.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2005-2006, and the same sum, or so much thereof as may be necessary for fiscal year 2006-2007, as a grant-in-aid for an additional third shift of ambulance service at the Makakilo ambulance unit.
The sums appropriated shall be expended by the city and county of Honolulu for the purposes of this part.
PART II
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or so much thereof as may be necessary for fiscal year 2005-2006, and the same sum, or so much thereof as may be necessary for fiscal year 2006-2007, as a grant-in-aid to the city and county of Honolulu to study the need, cost, and placement site for a permanent emergency medical services hub for the Mililani and Waipio Gentry areas on Oahu.
The sums appropriated shall be expended by the department of emergency services of the city and county of Honolulu for the purposes of this part.
PART III
SECTION 4. The purpose of this part is to appropriate funds to establish a rapid response emergency medical services unit, to include personnel, equipment, and operational expenses for a twenty-four hour, seven days a week, rapid response emergency medical services unit for the Mililani and Mililani Mauka areas on Oahu.
SECTION 5. There is appropriated out of the general revenues of the State of Hawaii the sum of $600,000, or so much thereof as may be necessary for fiscal year 2005-2006, and the same sum, or so much thereof as may be necessary for fiscal year 2006-2007, to be deposited into the emergency medical services special fund.
SECTION 6. There is appropriated out of the emergency medical services special fund the sum of $600,000, or so much thereof as may be necessary for fiscal year 2005-2006, and the same sum, or so much thereof as may be necessary for fiscal year 2006-2007, to establish a twenty-four hour, seven days a week, rapid response emergency medical services unit to serve the Mililani and Mililani Mauka areas on Oahu.
SECTION 7. The sums appropriated shall be expended by the department of health for the purpose of this part.
PART IV
SECTION 8. This Act shall take effect on July 1, 2005.
