Requires the procurement office to establish a standardized contractor performance checklist to evaluate quality of goods and services provided by contractors.

A BILL FOR AN ACT

SECTION 1. Chapter 103D, Hawaii Revised Statutes, is amended by adding a new section to part II to be appropriately designated and to read as follows:

"§103D- Standardized contractor performance checklist; established; requirements. (a) The policy board shall adopt a standardized contractor performance checklist and establish procedures to ensure that the goods and services provided by a contractor meet the minimum performance and quality requirements of the contracting agency. The contractor performance checklist shall measure such factors as:

(b) The policy board shall require procurement officers to complete the contractor performance checklist each time goods or services are procured from a contractor.

(c) The policy board shall ensure that the contractor performance checklist is reasonable in length so as not to overly burden procurement officers with additional paperwork but also ensure that the checklist is sufficient in scope to provide meaningful information for future performance evaluations of the contractor.

(d) The policy board shall adopt the contractor performance checklist and the procedures to effectuate its use in accordance with chapter 91."

SECTION 2. New statutory material is underscored.

SECTION 3. This Act shall take effect upon its approval.
