A BILL FOR AN ACT

 

relating to niu valley intermediate school.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that public parks and recreational areas serve as important "gathering places" for members of a community. Facilities such as swimming pools and gymnasiums are often used by youth and adults alike as a place to socialize, play, and form bonds of fellowship. Communities like Manoa and Mililani have been revitalized by the establishment of new recreational centers.

The legislature further finds that the area from Kaimuki to Kahala to Hahaione Valley lacks the "gathering" place found in Manoa and Mililani. In the past, a public pool existed in Aina Haina, but it was closed down years ago. Niu Valley intermediate school provides an ideal alternative location for a new swimming pool and gymnasium. The additional facilities would be beneficial not only for the students of the school, but for the community at large.

The purpose of this Act is to establish the Niu Valley community and youth task force to develop a master plan for improvements to Niu Valley intermediate school, including a gymnasium and swimming pool.

SECTION 2. (a) There is established the Niu Valley community and youth task force to be administratively attached to the department of education. The task force shall be composed of the following members:

(1) The superintendent of the department of education, or the superintendent's designated representative;

(2) The principal of Niu Valley intermediate school, or the principal's designated representative;

(3) The mayor of the city and county of Honolulu, or the mayor's designated representative;

(4) One member selected by the governor who has demonstrated community involvement in Niu Valley; and

(5) One member selected by the mayor who has demonstrated community involvement in Niu Valley.

The members of the task force shall elect a chairperson to

preside over meetings.

(b) The task force shall develop a master plan for

improvements to Niu Valley intermediate school. The master plan

shall include but not be limited to the feasibility of

constructing a gymnasium and a swimming pool at Niu Valley

intermediate school.

(c) The task force shall submit its master plan for

improvements to Niu Valley intermediate school, including the

construction of a gymnasium and swimming pool, to the

legislature no later than twenty days prior to the convening of

the regular session of 2006.

SECTION 3. This Act shall take effect upon its approval.
