A BILL FOR AN ACT
RELATING TO THE LICENSING OF DENTAL HYGIENISTS.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Chapter 447, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:
"§447- Licensure by credentials; dental hygienists. (a) The board may grant a license to practice dental hygiene to an applicant who has not fulfilled the examination requirements of section 447-1 if the applicant is licensed to practice dental hygiene in another state and complies with the requirements of subsection (b).
(b) The applicant, to meet the criteria for licensure by credentials, shall have:
(1) Fulfilled continuing education requirements of twenty hours in the immediate two years preceding application for licensure by credentials, including CPR certification;
(2) Passed the Hawaii dental hygiene exam within the past five years;
(3) Not failed the Hawaii dental hygiene exam more than once, five or more years ago;
(4) Not failed a regional dental hygiene exam more than three times without follow-up remedial courses;
(5) Passed examination from one of an approved list of state and regional exams that meet or exceed Hawaii dental hygiene exam standards;
(6) Passed review by an established panel of dental hygienists tasked with the responsibility of initially reviewing the applications and making recommendations to the board for their approval; and
(7) Paid any applicable fees as adopted in the board's rules."
SECTION 2. New statutory material is underscored.
SECTION 3. This Act shall take effect upon its approval; provided that the board of dental examiners shall begin to receive applications for licensure without examination no later than September 1, 2005.
