Amends, reenacts, or repeals various provisions of the Hawaii Revised Statutes and the Session Laws of Hawaii for the purpose of correcting errors and references, clarifying language, and deleting obsolete or unnecessary provisions.

RELATING TO BAIL.

Establishes offense of bail jumping in the 3rd degree if the person fails to appear in court if ordered or directed by a law enforcement official; clarifies that bail jumping in the 2nd degree is a petty misdemeanor and applies to individuals who fail to appear in court when ordered by a law enforcement official. RELATING TO SMALL CLAIMS COURT.

Clarifies that the district court having jurisdiction over a civil action involving summary possession has concurrent jurisdiction with the small claims court over security deposit disputes between a landlord and tenant. (SD1)

RELATING TO COURT INTERPRETERS.

Exempts court interpreters whose appearance is retained by the court from prosecution, penalty, or fine for any parking meter violation incurred in connection with their appearance in court.

RELATING TO PETTY MISDEMEANORS.

Eliminates current statutory inconsistency between a statute defining a "petty misdemeanor" and statute setting forth the maximum term of imprisonment that may be imposed for a "petty misdemeanor".

RELATING TO INTERSTATE COMPACT FOR THE SUPERVISION OF ADULT OFFENDERS.

Lists state compact administrator's responsibilities, including the appointment of deputy compact administrators from DPS and the judiciary; mandates that all members of the council are subject to a 4-year term, except the DPS member; requires certain members of the council be appointed. (SD1)

RELATING TO TRAFFIC INFRACTIONS.

Eliminates inconsistencies in adjudication of traffic offenses; clarifies application of section 291D-3(b) (applicability of administrative adjudication law) by providing that infractions not resulting in a criminal charge do not require court adjudication. Extends the time for answering a notice of traffic infraction from 15 to 21 days.

RELATING TO SOLID WASTE CONTROL.

Clarifies applicability of solid waste disposal prohibitions, separates criminal and civil enforcement of solid waste violations into separate sections, and specifies that each day of a criminal or civil violation constitutes a separate offense. (SD1)

Requires the Hawaii Criminal Justice Data Center to take a full frontal photograph of an applicant's face for a Hawaii state identification card.

Grants the civil rights commission the power to decide petitions for declaratory relief filed by its executive director on legal issues arising in the course of the investigation of complaints of discrimination.

RELATING TO THE UNIVERSITY OF HAWAII.

Authorizes the board of regents of the University of Hawaii to develop internal policies and procedures for the procurement of goods, services, and construction not subject to the procurement code.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS FOR JACOBY DEVELOPMENT INC.

Authorizes the issuance of SPRBs for the planning, design, construction, and equipping of, and the acquisition of lands for, a plasma municipal solid waste processing system to convert solid wastes into electricity, and chemically and biologically inert slag, on the island of Oahu.
