RELATING TO SHARK MONITORING. Appropriates funds to the department of agriculture for the aquaculture development program to hire a contractor to tag and monitor sharks along the Leeward coast of Oahu from Pearl Harbor to Kaena Point.

RELATING TO BOATING. Requires the Department of Taxation to deposit an amount equivalent to 10% of the general excise tax revenues received from the direct revenues generated by the ocean recreation industry during the preceding fiscal year into the boating special fund.

RELATING TO HARBORS. Authorize Department of Land and Natural Resources to increase issuance of commercial permits in state boating facilities; limit issuance of commercial permits in small boat harbors if permits create negative impact on public health or environment.

RELATING TO COASTAL ZONE MANAGEMENT. Changes the present shoreline certification process by creating the position of "state shoreline locator", specifying qualifications for shoreline locators, requiring state shoreline locators, as well as private land surveyors, to determine and certify shorelines, requiring public notice when a locator goes on-site, and developing guidelines for identifying the shoreline.

RELATING TO WATER USE PERMIT APPLICATIONS. To authorize the Commission on Water Resource Management (Commission) to allow late filings and time extensions of water use permit applications to continue existing uses, beyond one year from the effective date of the designation of a water management area with just cause; and to reduce the number of notices sent by the Commission to apprise existing users of the need to file a water use permit application to continue an existing use.

RELATING TO THE HAWAII HISTORIC PRESERVATION SPECIAL FUND. To clarify that civil, criminal, and administrative penalties, fines, and other charges collected under chapter 6E, Hawaii Revised Statutes (HRS), shall be deposited in the Hawaii Historic Preservation Special Fund (Special Fund); and to authorize the Special Fund to be used to pay for permanent and temporary staff positions as well as administrative and operational costs of the Department's Historic Preservation Program.

RELATING TO GOVERNMENT TORT LIABILITY. Makes permanent the liability protections for warning signs in public beach park cases and the liability protection in lifeguard cases.

RELATING TO THE LAND USE COMMISSION. Reconstitutes the Land Use Commission (LUC) as a quasi-legislative body for the conduct of periodic reviews of land use district boundaries for important agricultural and natural resource areas. Directs the counties to make land use district boundary amendment decisions. Allows the LUC to act as an appellate body for the purpose of appealing boundary amendment county decisions.
