RELATING TO CONVEYANCE TAX.

Provides for a sliding conveyance tax rate scale on conveyances of realty by maintaining the 10 cents per $100 rate for property conveyed at up to $500,000; and adding the rates of 20 cents per $100 for property conveyed at $500,001 to $1,000,000; and 50 cents per $100 for property conveyed at over $1,000,000. Repeals Act (sliding scale) after 5 years.

Exempts from taxation, 50% of income received from the sale of a leased fee interest in certain residential property to a lessee.

Creates an exemption for the development of workforce housing and affordable housing on leased residential lots.

Creates more affordable rental housing. Establishes homeless programs. Allows more individuals to qualify for lower cost housing. Makes administrative changes to various state housing programs. Establishes a legislative Affordable Rental Housing and Homeless Task Force.

RELATING TO AFFORDABLE HOUSING.

Exempts affordable housing projects from the GET; streamlines the review and approval of affordable housing projects; increases portion of the conveyance tax dedicated to the rental housing trust fund from 25% to 50%; repeals rental housing trust fund advisory commission.
