RELATING TO AGRICULTURE.

Extends the authority to issue special purpose revenue bonds to Hawaii Gold Cacao Tree, Inc., originally authorized under Act 188, Session Laws of Hawaii 2000, and extended pursuant to Act 96, Session Laws of Hawaii 2003.

MAKING AN APPROPRIATION FOR POUHALA MARSH EDUCATION AND JOB TRAINING CENTER.

Provides funding to match initiative funding to develop an education and job training center for Pouhala marsh.

RELATING TO IMPROVING WATER QUALITY.

Appropriates funds to develop and demonstrate comprehensive watershed management measures to improve water quality of Lake Wilson and reduce contaminated sediments in statewide waterways.

RELATING TO LAND USE.

Defines interpretation of district boundaries. Allows the executive director of the land use commission to make such interpretations, but provides that interpretations are advisory only.

RELATING TO NORTH KOHALA.

Preserves a cluster of historical sites in North Kohala on the island of Hawaii by requiring the department of land and natural resources to renew its efforts to acquire by exchange the land adjacent to the Kohala Historical Sites State Monument.

RELATING TO ANIMAL QUARANTINE FACILITIES.

Authorizes the Board of Agriculture to use animal quarantine facilities for certain reasonable rents or fees. Provides the means to deposit moneys derived from the use of animal quarantine facilities and property into the Animal Quarantine Special Fund.

RELATING TO PESTICIDES.

Allows the DOA to develop rules to require notification to the public when areas routinely accessible to the public are treated with highly or moderately toxic pesticides.
