RELATING TO PUBLIC LANDS.

Amends definition of accreted lands to mean land formed by ocean wave action and not natural forces.

Establishes a limu management area along the shoreline in Ewa Beach.

RELATING TO DAIRY PRODUCTS.

Defines "raw milk," "raw colostrum," "raw-milk products", and "raw-colostrum products" and permits their sale to final consumers. Requires board of agriculture to adopt rules.

RELATING TO COASTAL ZONE MANAGEMENT.

Provides that the edge of vegetation shall not be considered in determining the shoreline when the edge of vegetation was created or extended by plantings.

RELATING TO QUALIFICATIONS OF BOARD MEMBERS.

Requires that at least one member of the board of agriculture and the board of land and natural resources have a background, knowledge, and demonstrated experience in the subject area.

RELATING TO THE HANA WHARF AND SMALL BOAT HARBOR.

Authorizes the issuance of general obligation bonds and appropriation of funds for the repair and modification of the Hana wharf and the Hana small boat harbor.

Provides penalties for the intentional setting of fires within forest reserves, public hunting areas, wildlife and plant sanctuaries, and natural area reserves.

RELATING TO HARBORS.

Authorize Department of Land and Natural Resources to increase issuance of commercial permits in state boating facilities; limit issuance of commercial permits in small boat harbors if permits create negative impact on public health or environment.

Appropriates funds to the department of agriculture for the aquaculture development program to hire a contractor to tag and monitor sharks along the Leeward coast of Oahu from Pearl Harbor to Kaena Point.

MAKING AN APPROPRIATION FOR THE PURCHASE OF LAND ALONG THE SOUTH KONA-KA`U COASTLINE ON THE ISLAND OF HAWAI`I.

Appropriates funds to purchase private lands along the South Kona and Ka`u coastline on the island of Hawaii.

RELATING TO MILOLI'I FISHERIES MANAGEMENT AREA.

Designates the Miloli'i fisheries management area in South Kona as a community-based subsistence fishing area to preserve and maintain its legacy as a traditional Hawaiian fishing village.

RELATING TO PUBLIC ACCESS TO SHORELINES.

Requires counties to adopt ordinances that require subdividers or developers to connect existing accesses to the shoreline with lateral public access along the shoreline as a condition to final approval of a subdivision.

RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES.

Creates a volunteer coordinator position within the DLNR to organize the volunteer program for the department.

RELATING TO HUNTING.

Prohibits the use of snares or poison to capture or kill game birds of mammals. Also provides a misdemeanor penalty.
