MAKING AN APPROPRIATION FOR ORGANIC AGRICULTURE.

Appropriates $ to support the establishment of an organic agriculture center and improve food security in Waianae.

RELATING TO PUBLIC LAND LIABILITY IMMUNITY.

Repeals sunset date for public land liability immunity.

RELATING TO AGRICULTURE.

Extends the authority to issue special purpose revenue bonds to Hawaii Gold Cacao Tree, Inc., originally authorized under Act 188, Session Laws of Hawaii 2000, and extended pursuant to Act 96, Session Laws of Hawaii 2003.

RELATING TO ANIMAL QUARANTINE FACILITIES.

Authorizes the Board of Agriculture to use animal quarantine facilities for certain reasonable rents or fees. Provides the means to deposit moneys derived from the use of animal quarantine facilities and property into the Animal Quarantine Special Fund.

RELATING TO PESTICIDES.

Allows the DOA to develop rules to require notification to the public when areas routinely accessible to the public are treated with highly or moderately toxic pesticides.

RELATING TO GOVERNMENT TORT LIABILITY.

Makes permanent the liability protections for warning signs in public beach park cases and the liability protection in lifeguard cases.
