Requires the Department of Human Services to recognize individuals who have not received a decision on their application for public assistance within the time specified in the administrative rules to be presumptively eligible until an eligibility decision is made. RELATING TO EMPLOYMENT SECURITY. Appropriates $20,000,000 for FY 2005-06 and 06-07 in Reed Act funds for services of the unemployment insurance and workforce development divisions.
