Requires a social worker/human services professional with a social work degree to be called a social worker and all others to be called human services professionals. Requires DHRD to develop a plan for separating the social worker/human services professional class into two separate classes. Requires new state social workers and all federal and county social workers to be licensed beginning 7/1/07. Prohibits DHRD from eliminating the social worker class. Exempts employees of the judiciary, department of public safety, and Hawaii paroling authority. (SD1)

Amends family leave law definition of "sick leave" to : (1) include benefits provided under employee welfare benefit plans and benefits not payable by the employer; and (2) specify that it shall not include unemployment compensation due to illness. Allows use of sick leave in excess of the statutory minimum for temporary disability benefits for purposes of family leave. (SD1)

Extends 4% tax credit through 12/31/07, raises credit to 8% from 1/1/08 to 12/31/2010, and sunsets credit on 12/31/2010; applies credit to "qualified full service hotel facility"; removes time share facilities, condominiums, and commercial buildings and facilities located within a qualified resort area from the definition of "qualified hotel facility"; includes recapture provisions in the event a qualified hotel facility is converted, or is being converted, to a time share facility or condominium. Establishes that agricultural businesses shall remain eligible for tax incentives under the EZ program in the event of force majeure. Increases conveyance tax on a sliding scale. Requires 10% of real estate conveyance tax collected be deposited into the land conservation fund. Provides stable funding mechanism for the natural area reserves system.
