RELATING TO VOLUNTARY EMPLOYEES' BENEFICIARY ASSOCIATION TRUSTS.

Authorizes and sets forth the requirements for the establishment of a VEBA trust by public employee organizations to provide health benefits for its members. Establishes a three year VEBA trust pilot program to allow for the analysis of the costs and benefits of a VEBA trust against those of the Hawaii EUTF. (SD1)

RELATING TO EMPLOYMENT.

Increases the minimum wage amount to $7.00 beginning July 1, 2005, and provides for an annual automatic increase thereafter. Provides temporary tax relief to employers by lowering the maximum taxable wage base for calendar years 2005 through 2007. (SD2)
