RELATING TO CIGARETTE TAX. Increases tax per cigarette to 7 cents on 9/30/2005, 8 cents on 6/30/2006, and 8.5 cents on 6/30/2007 (amounting to $1.40, $1.60, and $1.70 per pack of 20 cigarettes). Earmarks 25%, 25%, and 50% of tax for general fund, DOH health promotion programs, and smoking cessation programs, respectively. (SD1) |

RELATING TO VOLUNTARY EMPLOYEES' BENEFICIARY ASSOCIATION TRUSTS. Authorizes and sets forth the requirements for the establishment of a VEBA trust by public employee organizations to provide health benefits for its members. Establishes a three year VEBA trust pilot program to allow for the analysis of the costs and benefits of a VEBA trust against those of the Hawaii EUTF. (SD1) |
