RELATING TO CIGARETTE TAX.

Increases tax per cigarette to 7 cents on 9/30/2005, 8 cents on 6/30/2006, and 8.5 cents on 6/30/2007 (amounting to $1.40, $1.60, and $1.70 per pack of 20 cigarettes). Earmarks 25%, 25%, and 50% of tax for general fund, DOH health promotion programs, and smoking cessation programs, respectively. (SD1)

RELATING TO VOLUNTARY EMPLOYEES' BENEFICIARY ASSOCIATION TRUSTS.

Authorizes and sets forth the requirements for the establishment of a VEBA trust by public employee organizations to provide health benefits for its members. Establishes a three year VEBA trust pilot program to allow for the analysis of the costs and benefits of a VEBA trust against those of the Hawaii EUTF. (SD1)
