Prohibits unauthorized persons and entities from possessing, using, or selling any device, which allows the control of any official traffic control device.

Requires new vehicles to be inspected on or before their initial sale and annually 2 years later.

RELATING TO COMMERCIAL DRIVER LICENSING.

Conforms Hawaii law with the requirements of the federal commercial driver licensing statutes.

A BILL FOR AN ACT RELATING TO STATEWIDE TRAFFIC CODE.

Requires the operator of a vehicle to stop when a pedestrian is in a crosswalk at anytime on a non-divided highway and on either half of a divided highway if the pedestrian is upon the half of the roadway upon which the vehicle operator is traveling.

RELATING TO MOTOR VEHICLE REGISTRATION.

Allows rental or U-drive companies to register their motor vehicles every two years.

RELATING TO TRAFFIC OFFENSES.

Establishes the petty misdemeanor offense of excessive speeding which is defined as 30 or miles per hour over the speed limit or 90 miles per hour or more irrespective of the speed limit.

RELATING TO HIGHWAY SAFETY.

Requires truck drivers to report recapped tire blowouts occurring on the highway to the highways division of the department of transportation within one hour of the blowout; imposes fine for failure to report blowout within one hour.

RELATING TO THE HAWAII MARINE HIGHWAY SYSTEM.

Creates the Hawaii marine highway system to be administered by the DOT. Creates Hawaii marine highway system fund. Requires DOT to adopt rules.

RELATING TO TRAFFIC.

Requires the department of transportation to conduct a comprehensive review of past studies of traffic flow in the corridor from Central Oahu to the H-1 freeway, including any proposals to extend contra-flow lanes to Mililani. Appropriates funds.

RELATING TO TRAFFIC SAFETY.

Requires a driver to yield the right of way to a pedestrian in a crosswalk until the pedestrian has completed crossing the road. Requires the driver to yield even if the pedestrian is on the opposite side of the road when the driver approaches, unless the pedestrian is on the opposite side of a divided roadway.

RELATING TO TRAFFIC ENFORCEMENT.

Permits forfeiture of the vehicle used in speeding, racing on highways, or driving under the influence of an intoxicant. Permits immobilization of the vehicle in the custody of the registered owner by use of a boot device, rather than impoundment by the police, pending outcome of the forfeiture proceeding.
