RELATING TO TRANSPORTATION.

Requires director of transportation to conduct a study of the feasibility of authorizing toll roads for motor vehicle traffic in the State.

Gives legislature the power to set all airport and harbor rates and fees.

Bans the use of hand held cellular phones while driving.

RELATING TO DRIVER LICENSING.

Establishes a 3-stage graduated driver licensing program for persons under the age of 18. Requires them to be accompanied by a licensed parent or guardian when driving between 11 p.m. and 5 a.m., with limited exceptions. Requires temporary instruction permit holders to be accompanied by a person who is at least 21, rather than 18, when driving.

RELATING TO CHILD PASSENGER SAFETY.

Strengthens child safety seat law by requiring child safety seat or booster seat usage for children over four years, but less than eight years old; defines "restrained".

Requires the use of headlights when windshield wipers are in continuous use.

RELATING TO CHILD ENDANGERMENT.

Establishes the offense of endangering the welfare of a child in a motor vehicle.

RELATING TO HIGHWAY SAFETY.

Directs the department of transportation to convene a task force to examine, update, and organize statutes regulating to motorized transporter devices with engines under 250 cubic centimeters.

RELATING TO THE DISPOSITION OF VEHICLES, VESSELS, AND AIRCRAFT.

Expressly provides an owner, lien holder, or other person with interest in a derelict or abandoned vehicle, vessel, or aircraft with notice and the opportunity to request a post-custodial administrative hearing before disposition of the vehicle, vessel, or aircraft.
