RELATING TO DERELICT VEHICLES.

Amends the conditions used to determine whether or not a vehicle is a derelict vehicle by eliminating the age of a vehicle as a condition and including abandonment as a condition.

RELATING TO NUMBER PLATES.

Makes it illegal for any person to manufacture, sell, display, or possess any reproduction, imitation, or facsimile of a license plate with a similar design, shape, size, and color as the plates purchased by the Honolulu director of finance.

RELATING TO SPECIAL NUMBER PLATES.

Allows the transfer of special number plates upon the transfer or sale of a vehicle. Authorizes the removal of an organization from the special number plates program if the organization does not achieve the requisite number of one hundred fifty participants within 3 years.

RELATING TO COMMERCIAL DRIVER'S LICENSING.

Prohibits a person from operating a commercial motor vehicle if the driver tests positive for a controlled substance or alcohol. Allows the examiner of drivers to suspend, revoke, or cancel any commercial driver's license or permit without a hearing under certain circumstances.

RELATING TO MOTOR CARRIERS.

Changes marking requirements for motor carrier vehicles to help ensure conformance with federal standards.

RELATING TO MOTOR VEHICLES.

Clarifies the general duties of the Director of Transportation. Eliminates redundancy of state and federal rules. Requires the issuance of vehicle identification cards. Requires the use of mudflaps or other safety devices.

RELATING TO COMMERCIAL DRIVERS' LICENSES.

Allows drivers 18 years of age or older to qualify for intrastate commerce.
