Requires the department of transportation to make recommendations to improve traffic in the Central Oahu corridor by studying regional connectivity and travel time mitigation, as well comprehensively reviewing past studies of traffic flow in the corridor from Central Oahu to the H-1 freeway, including any proposals to extend contra-flow lanes to Mililani. RELATING TO DRIVER LICENSING. Establishes a 3-stage graduated driver licensing program for persons under the age of 18. Requires licensee to be accompanied by a licensed parent or guardian when driving between 11 p.m. and 5 a.m., with limited exceptions. Requires instruction permit holders to be accompanied by a person who is at least 21, rather than 18, when driving. (HB150 HD2) |
