Establishes the offense of excessive speeding, which is defined as 30 or miles per hour over the speed limit or 90 miles per hour or more irrespective of the speed limit. (HB862 HD2)

RELATING TO USE OF INTOXICANTS.

Permits the forfeiture of a vehicle for conviction of operating a vehicle under the influence of an intoxicant within 5 years of 2 prior convictions or conviction of habitually operating a vehicle under the influence of an intoxicant. (HB919 HD1)

RELATING TO TRAFFIC OFFENSES REQUIRING IMPOSITION OF INCREASED PENALTIES FOR SUBSEQUENT OFFENSES.

Limits the time in which a prior conviction may be the basis for enhanced penalties for subsequent offenses as follows: Three years for offenses involving child restraints; one year for offenses involving violations relating to motor vehicle lights; and five years for offenses for motor vehicle alarms violations. RELATING TO TRAFFIC OFFENSES.

Repeals the penalties provided in section 291C-13, HRS, for violation of that section because penalties are already provided under section 291C-161, HRS. (HB438 HD1)

Clarifies that the term of imprisonment for violation of section 291E-61(b)(4), HRS, shall not exceed the maximum term provided in subsections (b)(1), (b)(2), and (b)(3), respectively.

RELATING TO RENTAL MOTOR VEHICLE SURCHARGE TAX.

Changes marking requirements for motor carrier vehicles to help ensure conformance with federal standards.
