Makes an appropriation to assist Civil Defense in reorganizing its operations and reconstituting an around the clock, year round emergency operating center.

RELATING TO CIVIL DEFENSE.

The purpose of this bill is to expand the protections of law enforcement officers when they are engaged in civil defense functions protecting vital facilities, critical infrastructure, or public properties from a potential or actual terrorist threat or act or when they are engaged in operations, assisting operations, or otherwise responding to any potential or actual terrorist threat or act.

Appropriates funds to plan a Hawaii state fire/emergency training facility.

Requires every physician, surgeon, hospital, clinic, etc., that is treating any person involved in a motor vehicle collision and sustaining serious injury or death to report pertinent information to the police and to provide information upon request by the police.

RELATING TO CORRECTIONAL FACILITIES.

Exempts operations of inmate commissary or store operation from the Hawaii public procurement code where no public funds are involved.
