Excludes Pier 1 and Pier 2 from Kakaako community development district. Reverts ownership, jurisdiction, and control over maintenance, operations, and development of Pier 1 and Pier 2 to DOT, including the submerged lands thereunder.

Creates a traffic offense with mandatory sentences for a person driving a vehicle at a speed exceeding the posted speed limit by twenty-five miles per hour or more, or traveling at eighty miles per hour or more.

Amends the definition of derelict vehicle by including vehicles deemed abandoned and deleting age specifications.

RELATING TO THE DISPOSITION OF VEHICLES, VESSELS, AND AIRCRAFT.

Expressly provides an owner, lien holder, or other person with interest in a derelict or abandoned vehicle, vessel, or aircraft with notice and the opportunity to request a post-custodial administrative hearing before disposition of the vehicle, vessel, or aircraft.

Prohibits drivers from utilizing mobile phones while driving unless the phone can be operated hands-free.

A BILL FOR AN ACT RELATING TO STATEWIDE TRAFFIC CODE

Requires the operator of a vehicle to stop when a pedestrian is in a crosswalk at anytime on a non-divided highway and on either half of a divided highway if the pedestrian is upon the half of the roadway upon which the vehicle operator is traveling

Establishes the petty misdemeanor offense of excessive speeding which is defined as 30 or miles per hour over the speed limit or 90 miles per hour or more irrespective of the speed limit.

Appropriates funds for local flood warning system for Lake Wilson; requires matching federal funds.

Appropriates funds to department of Hawaiian home lands to improve the access road from Keaau-Pahoa Road (Highway 130) to the Maku'u Farmers Market in Puna.

RELATING TO HIGHWAY HAZARD EVALUATION DATA.

Ensures that the courts respect the prohibition against discovery and admission of safety hazard analysis, including the data gathered. Clarifies that the motor vehicle accident reports completed by the police of the various counties is included in the prohibition against discovery.

RELATING TO THE HIGHWAY DEVELOPMENT SPECIAL FUND.

Prevents any monies in the Highway Development Special Fund from lapsing or being transferred to the general fund.
