RELATING TO DIGITAL MEDIA.

Increases the existing 4% tax credit on Hawaii production expenditures up to 15% for productions on Oahu and 20% for productions on the Neighbor Islands. Expands the definition of qualified productions to include commercials and digital media productions. Prohibits qualification for both the production expenditure tax credit and the investment tax credit. Caps claims at $1 per production. (SD2)

RELATING TO THE MUSEUM OF HAWAIIAN MUSIC AND DANCE.

Establishes the museum of Hawaiian music and dance committee to conduct a comprehensive assessment to determine the feasibility of a museum of Hawaiian music and dance. (SD1)

RELATING TO TIME SHARE PLANS.

Redefines "developer" in time sharing plan law to exclude a person owning not more than 12 time share interests who did not create the plan and offers it for resale, and an association employing a third party, to sell its time share interests acquired for non-payment of assessments. (SD1)

RELATING TO TELEVISION AND FILM INDUSTRY DEVELOPMENT.

Increases Hawaii television and film board membership from 9 to 11 members. Enables the board to delegate certain administrative functions to subcommittees. Authorizes the board to not have to meet if no money is in its special fund or no grants are being managed. Appropriates funds to the board's special fund. (SD2)

RELATING TO TOURISM.

Redistributes the transient accommodations tax to facilitate the Hawaii tourism authority with existing and expanded programs. Clarifies the administrative authority of the Hawaii tourism authority. (SD1)

RELATING TO TRANSIENT ACCOMMODATIONS TAX.

Requires the department of taxation to review the forms and process relating to collecting the TAT from vacation rentals and bed and breakfast establishments and requires the department to report the TAT revenues received from these types of establishments. Effective 7/1/2099. (SD2)
