Requires DBEDT to convene working group to write China/Hawaii economic strategic plan 2020 containing steps for Hawaii to benefit economically from the emergence of the People's Republic of China as an economic and global leader. Reports to legislature 20-days prior to convening of the 2007 regular session. Appropriates funds. (SD2)

RELATING TO HOTEL CONSTRUCTION AND REMODELING TAX CREDIT.

Adjusts the 4% hotel construction and remodeling tax credit to 8% on 1/1/08 and repeals the tax on. (SD2)

RELATING TO TELEVISION AND FILM INDUSTRY DEVELOPMENT.

Increases Hawaii television and film board membership from 9 to 11 members. Enables the board to delegate certain administrative functions to subcommittees. Authorizes the board to not have to meet if no money is in its special fund or no grants are being managed. Appropriates funds to the board's special fund. (SD2)

RELATING TO TIME SHARE.

Narrows gift disclosure requirement to require disclosure of material terms and conditions attached to gift or prize. Clarifies prohibition on acceptance of money from purchaser by sales agent. Modifies signage requirements. (SD2)

RELATING TO TOURISM.

Redistributes the transient accommodations tax to facilitate the Hawaii tourism authority with existing and expanded programs. Clarifies the administrative authority of the Hawaii tourism authority. (SD1)

RELATING TO TRANSIENT ACCOMMODATIONS TAX.

Imposes a TAT surcharge on hotels converting to time shares or condominiums in an amount equal to 50% of the average of the previous two years of TAT revenues collected by the hotel. The surcharge tax shall be assessed and levied against the owner of the hotel prior to the conversion. (SD2)

RELATING TO TRANSIENT ACCOMMODATIONS TAX.

Requires the department of taxation to review the forms and process relating to collecting the TAT from vacation rentals and bed and breakfast establishments and requires the department to report the TAT revenues received from these types of establishments. Effective 7/1/2099. (SD2)
