RELATING TO EDUCATION. Provides tuition refunds for qualified children of certain law enforcement and military personnel killed in the line of duty or declared prisoners of war or missing in action. Provides tuition refunds to: (1) members of the Hawaii national guard or military reserve who are called into active duty, and (2) active duty military personnel; unable to attend college for more than 60-days in a semester as a result of their military duties.

RELATING TO A HAWAII MILITARY FAMILY RELIEF SPECIAL FUND. Establishes the Hawaii military family relief special fund and an income tax check off to fund it. Provides economic relief to families of Hawaii national guard and reserve members

RELATING TO SALARY COMPENSATION. Requires the State to compensate state employees and officers on active duty in a hostile fire zone the difference between their higher state pay and their military pay.

RELATING TO TAXATION. Establishes a 5% income tax credit for employers that hire members of the national guard. Establishes that the maximum tax credit per national guard/employee shall be $1,000.
