The purpose of this briefing is to provide information to the Legislature on the current status of Hawaii's overall tsunami preparedness. In light of the tragic loss of life in South Asia due to a tsunami, the Committee on Public Safety and Military Affairs and the Committee on Tourism and Culture believe that this fact-finding briefing is the first step in evaluating Hawaii's ability to minimize the loss of life and property that may occur as a result of a tsunami.

Organizations invited to testify on this issue include:

8:30 – 9:00 OVERVIEW: Hawaii State Civil Defense

9:00 – 9:30 TSUNAMI PREDICTION AND DETECTION SYSTEM: Pacific Tsunami Warning Center

9:30 – 10:30 WARNING/EVACUATION: Hawaii State Civil Defense; Honolulu Department of Parks and Recreation; Honolulu Police Department; Honolulu Department of Transportation Services; Department of Education; Waikiki Improvement Association

10:30 – 11:10 FIRST RESPONDERS: Honolulu Fire Department, Department of Health, Honolulu Ocean Safety and Lifeguard Services Division, American Red Cross

11:10 – 11:30 TSUNAMI EDUCATION/AWARENESS STRATEGIES: Hawaii Hotel Association, Hawaii Tourism Authority

The presenters have been requested to focus on the following points of interest:

(1) The primary role and responsibilities of each presenter in responding to a tsunami emergency;

(2) The adequacy of their overall ability to carry out their specific responsibilities;

(3) Recommendations on ways to better protect the people of this State from a tsunami (e.g. better interagency coordination); and

(4) Recommendations on what the Legislature can do, including funding for programs, to strengthen Hawaii's overall preparedness in case of a tsunami emergency.
