RELATING TO TECHNOLOGY.

Exempts the high technology development corporation and the natural energy laboratory of Hawaii authority from the state procurement code. (SD1)

RELATING TO ELECTRONIC COMMERCE.

Establishes a method by which to tax electronic commerce. Directs the department of taxation to make recommendations on how to amend existing general excise tax to conform with the model streamlined sales and use tax agreement.

Requires DCCA director to include requirements for public access to records and meetings of PEG access organizations in organization contracts.

Appropriates funds for legislative media streaming to provide audio and video streaming of legislative proceedings over the internet.
