RELATING TO HISTORIC PRESERVATION.

Requires the state historic preservation officer to create an inventory of World War II bunkers statewide; requires bunkers to be placed on Hawaii register of historic places, as appropriate; establishes that defacing a bunker is criminal property damage.

RELATING TO VIOLATIONS OF CHAPTER 6E.

Establishes penalties for instances where historic properties were knowingly destroyed.

RELATING TO THE HAWAII HISTORIC PRESERVATION SPECIAL FUND.

Clarifies that civil, criminal, and administrative penalties, fines, and other charges collected shall be deposited in the Hawaii Historic Preservation Special Fund. Allows Special Fund monies to be used to pay for staff positions and administrative and operational costs.

RELATING TO TAX CREDITS FOR THE FILM AND TELEVISION INDUSTRY.

Increases the existing 4% tax credit on Hawaii production expenditures up to 15% for productions on Oahu and 20% for productions on the Neighbor Islands. Expands the definition of qualified productions to include commercials and digital media productions. Prohibits qualification for both the production expenditure tax credit and the investment tax credit, in a given year. Sets a minimum Hawaii production spending requirement of $200,000 for productions to qualify for the credit. Caps claims at $7 million per year per production.

RELATING TO DIGITAL MEDIA.

Changes the motion picture and film production income tax credit to an unspecified amount against a taxpayer's income tax and transient accommodations tax liability.

RELATING TO MOTION PICTURE AND FILM PRODUCTION.

Increases the motion picture and film production tax credit from 4% to 15% (20% on neighbor islands) and provides minimum qualification to obtain tax credit.

RELATING TO TELEVISION AND FILM INDUSTRY DEVELOPMENT.

Increases Hawaii television and film board membership from 9 to 13 members. Enables the board to delegate certain administrative functions to subcommittees. Authorizes the board to not have to meet if no money is in its special fund or no grants are being managed. Appropriates funds to the board's special fund.

Appropriates funds to promote film and digital media production activity in the State.

RELATING TO ELECTRONIC COMMERCE.

Establishes the crime of abuse of commercial electronic mail, provides penalties, civil remedies, and a defense to the offense. Permits forfeiture of proceeds of computer crime.

RELATING TO STATE GOVERNMENT.

Requires the department of human resources development to formulate and implement a statewide policy on telecommuting for state employees.

RELATING TO GOVERNMENT RECORDS.

Allows government agencies to create, accept, retain, or store electronic records and to convert its paper and microfilm records to electronic format.

RELATING TO STATE GOVERNMENT.

Requires the governor and legislature to ensure public access to information, services, and proceedings of the executive and legislative branches. Authorizes the governor to convene a fair access commission to review public access issues for the neighbor islands and rural Oahu.
