RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Allows an elective officer who attains the age of sixty-five to retire and receive a service retirement allowance while continuing to fill an elective position.

RELATING TO UNEMPLOYMENT BENEFITS.

Provides that weekly unemployment benefit payments shall not be reduced as a result of the receipt of pension payments under the Social Security Act or Railroad Retirement Act of 1974.

RELATING TO VOLUNTARY EMPLOYEES' BENEFICIARY ASSOCIATION TRUSTS.

Authorizes and sets forth the requirements for the establishment of a VEBA trust by public employee organizations to provide health benefits for its members. Establishes a three year VEBA trust pilot program to allow for the analysis of the costs and benefits of a VEBA trust against those of the Hawaii EUTF.

RELATING TO THE DEPENDENT-BENEFICIARIES OF THE EMPLOYER-UNION HEALTH BENEFITS TRUST FUND.

Allows the EUTF to provide coverage to children who live in a parent-child relationship with an employee-beneficiary and who qualify as the employee-beneficiary's dependents under federal tax laws.

RELATING TO EMPLOYMENT.

Short form bill.

(SD1: Increases the minimum wage amount to $7.00 beginning July 1, 2005, and provides for an annual automatic increase thereafter. Provides temporary tax relief to employers by lowering the maximum taxable wage base for calendar years 2005 through 2007.)

MAKING AN APPROPRIATION FOR EDUCATION AND ENFORCEMENT OF THE HAWAII PREPAID HEALTH CARE ACT.

Appropriates funds to DLIR for enhanced education for employers and employees and enforcement of the PHCA.

RELATING TO PUBLIC EMPLOYEES.

Requires state employees up to 7 days of paid leave each calendar year to serve as a bone marrow donor and up to 30 days of paid leave each calendar year to serve as an organ donor.

RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND.

Excludes members of collective bargaining unit (12) from the definition of "employee" under the EUTF.

RELATING TO UNEMPLOYMENT BENEFITS.

Encourages eligible claimants of unemployment insurance to seek gainful employment by permitting claimants to receive their weekly benefit amount without regard to earnings received from employment. Allows for the use of federal Reed Act funds to offset anticipated increases in unemployment insurance claims
