RELATING TO MEAL BREAKS.

Requires the provision of rest or meal break periods of at least thirty consecutive minutes for employees who work five or more continuous hours, unless they elect not to take a break and unless a collective bargaining agreement provides an express provision for meal breaks. Excludes an employer who is the operator of a continuously operating facility regulated by an environmental permit. (SD1)

RELATING TO WAGES.

Authorizes an employer to furnish to an employee an electronic record of the employee's total gross and net compensation, deductions, date of payment, and pay period covered, in lieu of a printed, typewritten, or handwritten record, upon receipt of written authorization from the employee. (SD1)

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

RELATING TO THE DEPENDENT-BENEFICIARIES OF THE EMPLOYER-UNION HEALTH BENEFITS TRUST FUND.

Allows the EUTF to provide coverage to children who live in a parent-child relationship with an employee-beneficiary and who qualify as the employee-beneficiary's dependents under federal tax laws.

RELATING TO CIVIL SERVICE LAW.

Allows civil service employees employed by DOE, including those who transferred from executive branch agencies to the department of education under Act 51, SLH 2004, to retain the right to apply for intra- and inter-departmental transfer and promotional opportunities within the executive branch. RELATING TO THE BOARD OF TRUSTEES OF THE DEFERRED COMPENSATION PLAN.

Provides for the election of members of the board of trustees administering the State's deferred compensation plan pursuant to rules adopted by the board. (SD1)

RELATING TO APPRENTICESHIPS.

Amends the standards for apprenticeship agreements to include assurances of qualified training personnel, adequate job supervision, and the requisite licenses. Requires the director of DLIR to establish an apprenticeship council whose purpose is to promote and approve apprenticeship programs. Provides that these changes are only effective upon approval by the OATELS. (SD1)

RELATING TO EMPLOYMENT.

Increases the minimum wage amount to $7.00 beginning 1/1/06 and $8 on 1/1/08. Increases the hourly wage tip allowance from 25 cents to 75 cents on 7/1/06. Provides temporary tax relief to employers by lowering the maximum taxable wage base for calendar years 2005 through 2007. (SD3)
