RELATING TO PAWNBROKERS AND SECONDHAND DEALERS.

Requires pawnshops and secondhand dealers to file daily electronic reports of pawn transactions with the police department effective 7/1/06. Authorizes police department to require electronic photographs of items and to make them available to the public. (SD2)

RELATING TO THEFT.

Provides that an individual caught with stolen property belong to three or more persons in the same or separate incidents as part of a common scheme or plan commits felony theft regardless of the value of the property. (SD1)

RELATING TO NUISANCE ABATEMENT.

Clarifies the standard of proof in a nuisance abatement suit is preponderance of the evidence. Authorizes the court to issue a protective order authorizing the nondisclosure of the identity of witnesses upon a showing of prior threats or acts of violence. Allows a court to order the suspension or revocation of a business, professional, operational, or liquor license. (SD1)

RELATING TO STUDENT SUBSTANCE ABUSE ASSESSMENT REFERRALS.

Clarifies requirements for student drug abuse assessment referrals. Establishes task force to study process by which students are referred for substance abuse assessment and treatment. Makes appropriation to the department of education for student substance abuse testing. (SD2)

RELATING TO THE DEPARTMENT OF EDUCATION.

Authorizes the DOE to conduct criminal history record checks of providers, subcontractor, and institute of higher education trainees who work or train in close proximity to public school students. (SD2)

RELATING TO CAREGIVER CONSENT.

Authorizes a minor's caregiver to consent to health care services for the minor. Establishes requirements for caregiver consent affidavit. (SD1)

RELATING TO CHILD SUPPORT ENFORCEMENT.

Provides the authority for the Child Support Enforcement Agency (CSEA) to provide services to non-custodial parents, allows disclosure of information in administrative proceedings, and the issuance of income withholding orders. Requires the non-custodial parent to keep the CSEA informed of medical insurance coverage. Enables the CSEA to notify employers of the requirement to provide medical insurance coverage by regular mail or transmission by electronic means.
