RELATING TO NUMBER PLATES.

Makes it illegal for any person to manufacture, sell, display, or possess any reproduction, imitation, or facsimile of a license plate with a similar design, shape, size, and color as the plates purchased by the Honolulu director of finance.

Allows the transfer of special number plates upon the transfer or sale of a vehicle. Authorizes the removal of an organization from the special number plates program if the organization does not achieve the requisite number of one hundred fifty participants within 3 years.

RELATING TO CELLULAR PHONES.

RELATING TO THE ESTABLISHMENT OF A SALARY COMMISSION.

Proposes a constitutional amendment to establish a salary commission to review and make recommendations for the salaries of justices, judges, state legislators, the governor, the lieutenant governor, and state executive branch department heads and their assistants, excluding the University of Hawaii and the Department of Education.

RELATING TO EQUAL PAY.

Establishes a pay equity task force to review any relevant information and make recommendations for funds and specific actions to correct any gender-based pay inequities. Prohibits employers from wage discrimination on the basis of gender.

Prohibits an employer or labor organization from discriminating against an employee who uses accrued and available sick leave in accordance with a valid collective bargaining agreement or valid employment policy; clarifies that the term "employee" includes an employee with a nonchronic condition of a short-term nature.

RELATING TO THE HAWAII HISTORIC PRESERVATION SPECIAL FUND.

Clarifies that civil, criminal, and administrative penalties, fines, and other charges collected shall be deposited in the Hawaii Historic Preservation Special Fund. Allows Special Fund monies to be used to pay for staff positions and administrative and operational costs.

RELATING TO ELECTIONS.

Adds a requirement that nonprofit organizations involved in polling not be a political action committee or political in nature. Makes it unlawful to use, print, publish, or distribute any voter registration information from affidavits or lists. Requires qualified political parties to submit names for precinct officials no later than the "40th" day, instead of the "60th day", before the close of filing for any election. Adds reciprocal beneficiary of a candidate to the list of those not eligible to serve as a precinct official in a candidate's precinct. Allows the watcher of a political party to be present at any time and to review the polling book but not to record confidential information.
