RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Allows the Board of Trustees of the Employees' Retirement System to settle or compromise claims or potential claims by members who detrimentally rely on erroneous information provided.

RELATING TO STATE TAX AMNESTY.

Establishes a state tax amnesty program from 10/1/05 to 12/31/05. Provides for waivers of criminal prosecution and all civil penalties that are assessed or subject to be assessed for outstanding taxable periods ending or transactions occurring on or before 12/31/04.

RELATING TO INTOXICATING LIQUOR.

Prohibits attempts by minor to purchase liquor or using false identification to unauthorized entry of licensed premises. Makes first and second liquor offenses by a minor between the ages of 18 and 21 punishable only by a fine. Authorizes issuance of citation in lieu of arrest, requires disposition of citations for first or second liquor violations by minor in the manner prescribed for traffic infractions. Directs 50% of the fines to the counties.

RELATING TO EDUCATION.

Amends article X, section 6, of the Hawaii Constitution to modify the appointment process of the University of Hawaii board of regents (BOR). This constitutional amendment would: (1) Require the BOR to be selected from a pool of qualified candidates screened and proposed by a candidate advisory council; (2) Specify the geographic areas that a certain number of BOR members must represent; and (3) Allow current members of the BOR to continue to serve their terms of office until they are replaced by appointed members who have been screened and proposed by the Candidate Advisory Council. Requires hospitals to provide information on emergency contraception to sexual assault victims and provide emergency contraception when requested. Provides an exemption for religiously affiliated hospitals. Requires training on sexual assault and emergency contraceptives to those who treat survivors. Provides for enforcement and penalties.
