Repeals the permanent escheatment of unclaimed property to the State.

Establishes the procedure to appeal the denial by the department of taxation of a claim for a refund of taxes.

Requires the judiciary to certify court interpreters and to appoint and use certified court interpreters in legal proceedings.

RELATING TO STATUTORY REVISION: AMENDING, REENACTING, OR REPEALING VARIOUS PROVISIONS OF THE HAWAII REVISED STATUTES AND THE SESSION LAWS OF HAWAII FOR THE PURPOSE OF CORRECTING ERRORS AND REFERENCES, CLARIFYING LANGUAGE, AND DELETING OBSOLETE OR UNNECESSARY PROVISIONS.

Amends, reenacts, or repeals various provisions of the Hawaii Revised Statutes and the Session Laws of Hawaii for the purpose of correcting errors and references, clarifying language, and deleting obsolete or unnecessary provisions.

RELATING TO CONFIDENTIALITY.

Establishes address confidentiality program for victims of domestic abuse and sexual assault.

RELATING TO GOVERNMENT.

Requires the state agency to specify its authority to adopt rules, comply with additional procedural requirements, and provide a copy to the office of the auditor. Requires the office of the auditor to determine whether the rule is adopted within the rulemaking authority of the agency and report to the legislature. Requires the governor to send a copy of all executive orders to the legislature. Establishes an administrative process for challenging the validity of a rule. Awards fees and costs to a petitioner who prevails on an action for declaratory judgment.

RELATING TO REPORTS TO THE LEGISLATURE.

Repeals or exempts the Judiciary from various reporting requirements relating to administratively established accounts or funds, uncollectible delinquent fines and restitution, monitoring programs and services for parental preferences, the Judiciary's computer system, the Spouse and Child Abuse Special Account, the Parent Education Special Fund, applications for government wiretaps, outsourcing of services, and statements of goals and policies. Repeals the reporting requirement for activities and expenses of the State Council for Interstate Adult Offender Supervision.

RELATING TO PROBATE.

Requires an attorney preparing a will or trust who has been named to serve as a personal representative or a trustee to provide, for the testator's or trustor's approval, a written estimate of their amount of compensation. Prohibits such attorneys from using estate or trust moneys for the attorney's defense against a lawsuit.
