RELATING TO THE UNIVERSITY OF HAWAII.

Establishes the candidate advisory council to screen and propose candidates for appointment to the board of regents of the University of Hawaii. (SD1)

RELATING TO CONTROLLED SUBSTANCES.

The purposes of this bill are to:

Adds the chemicals ephedrine, pseudoephedrine, norpseudoephedrine and phenylpropanolamine to Schedule V.

Adds an exemption for the prescribing of federally authorized controlled substances for detoxification or maintenance.

Deletes the exemption on over the counter retail sales of pseudoephedrine and ephedrine combination products.

Proposes amendments to Hawaii's electronic prescription accountability system.

RELATING TO PREVAILING WAGES.

Provides for the manner in which the prevailing wages for laborers and mechanics on public work projects is to be established. Allows all individuals to bring suit for injunctive relief for violations of chapter 104. (SD1)

RELATING TO INTERFERENCE WITH TRAFFIC-CONTROL DEVICES.

Prohibits unauthorized persons and entities from possessing, using, or selling any device, which allows the control of any official traffic control device. (SD1)

RELATING TO DRIVER LICENSING.

Establishes a three-stage graduated driver licensing program for persons under the age of 18. Requires young drivers to be accompanied by a licensed parent or guardian when driving between 11:00 p.m. and 5:00 a.m., with limited exceptions. (SD1)

RELATING TO INTOXICATING LIQUOR VIOLATIONS INVOLVING MINORS.

Requires judges to suspend for 180 days the driver's licenses of licensed drivers under the age of 21 when the drivers have been convicted of illegal possession of liquor and if the defendant does not yet have driver's license, to postpone eligibility until the defendant is 18 years of age or for 90 days, whichever period is longer. Allows a judge the discretion to permit limited driving for those with a suspended license for employment or educational purposes. (SD1)

RELATING TO YOUTH CORRECTIONAL FACILITIES.

Requires OYS to provide notice to the legislature before transferring any incarcerated juvenile from the HYCF to an out-of-state youth correctional facility through the budgetary process. (SD1)

Authorizes a minor's caregiver to consent to health care services for the minor. Establishes requirements for caregiver consent affidavit.

Repeals the June 30, 2005, sunset date of the family child care home law.

RELATING TO CHILD ABUSE.

Clarifies that deputy sheriffs and narcotics enforcement officers, and AG investigators must report child abuse cases, and have the authority to take a child victim into protective custody.

RELATING TO FAMILY COURT.

Requires open hearings in family court child protective services matters unless the parent of the child determines that open hearings are not in the best interests of the child. Allows parents to determine whether the presence of a non-lawyer advocate is in the best interests of the child.

RELATING TO FAMILY COURT.

Redefines joint custody as shared parenting or equal parenting time as developed in a parenting plan. Creates a rebuttable presumption in favor of shared parenting in all custody actions involving children. (SD1)

RELATING TO CHILD SUPPORT ENFORCEMENT.

Provides the authority for the Child Support Enforcement Agency (CSEA) to provide services to non-custodial parents, allows disclosure of information in administrative proceedings, and the issuance of income withholding orders. Requires the non-custodial parent to keep the CSEA informed of medical insurance coverage. Enables the CSEA to notify employers of the requirement to provide medical insurance coverage by regular mail or transmission by electronic means.
