Amends article X, section 6 of the Hawaii Constitution to modify the appointment process for the UH board of regents.

RELATING TO THE UNIVERSITY OF HAWAII.

Establishes the candidate advisory council to screen and propose candidates for appointment to the board of regents of the University of Hawaii. (SD1)

PROPOSING AN AMENDMENT TO ARTICLE VI, SECTION 4, OF THE HAWAII CONSTITUTION RELATING TO THE JUDICIAL SELECTION COMMISSION.

Proposes a constitutional amendment: (1) rotating who appoints judicial selection commissioners from a neighbor island; (2) prohibiting commissioners from direct interest in the success or failure of ballot questions or political candidates; and (3) requiring publication of commissioners' biographies.

RELATING TO CONTROLLED SUBSTANCES.

The purposes of this bill are to:

Adds the chemicals ephedrine, pseudoephedrine, norpseudoephedrine and phenylpropanolamine to Schedule V. Adds an exemption for the prescribing of federally authorized controlled substances for detoxification or maintenance. Deletes the exemption on over the counter retail sales of pseudoephedrine and ephedrine combination products. Proposes amendments to Hawaii's electronic prescription accountability system.

RELATING TO HIGHWAY HAZARD EVALUATION DATA.

Ensures that the courts respect the prohibition against discovery and admission of safety hazard analysis. Clarifies that the motor vehicle accident reports completed by the police of the various counties is included in the prohibition against discovery. Does not prevent release under open public records law. (SD1)

Makes it a crime to assault or threaten an athletic official.

Authorizes the director of health to establish domestic violence fatality review teams to review domestic violence fatalities.

RELATING TO PATIENT SAFETY.

Defines and adds "case review forum" to the proceedings protected from discovery. (SD1)
