PROPOSING AN AMENDMENT TO ARTICLE VI, SECTION 4, OF THE HAWAII CONSTITUTION RELATING TO THE JUDICIAL SELECTION COMMISSION. Proposes a constitutional amendment: (1) rotating who appoints judicial selection commissioners from a neighbor island; (2) prohibiting commissioners from direct interest in the success or failure of ballot questions or political candidates; and (3) requiring publication of commissioners' biographies. |

RELATING TO CONTROLLED SUBSTANCES. The purposes of this bill are to: Adds the chemicals ephedrine, pseudoephedrine, norpseudoephedrine and phenylpropanolamine to Schedule V. Adds an exemption for the prescribing of federally authorized controlled substances for detoxification or maintenance. Deletes the exemption on over the counter retail sales of pseudoephedrine and ephedrine combination products. Proposes amendments to Hawaii's electronic prescription accountability system. |
