RELATING TO ELECTRONIC SURVEILLANCE.

Repeals State's electronic surveillance statute and conforms the State's electronic surveillance laws to federal laws; regulates oral, electronic, and wire communications surveillance and interception; authorizes interception of communications if the interception might provide evidence of a crime, and sets procedures for surveillance and interception; authorizes emergency surveillance without a prior court order in certain circumstances; makes appropriation to attorney general.

RELATING TO SEX OFFENDERS.

Amends the sex offender registry law by defining covered offenses and covered offenders subject to registration requirements; establishes procedure for terminating registration requirements; establishes standards for internet public access and on-site public access; makes appropriation.

Amends the current registration and public access laws governing sex offenders and offenders against children.
