Requires that the range and quality of programming offered to women in corrections be substantially equivalent to the range and quality of programs offered to males. Requires office of youth services to develop and implement gender-responsive community-based programs for adjudicated females. Appropriates funds.

Appropriates funds for community-based programs that assist female offender in transitioning from prison back into the community.

Proposes a constitutional amendment to repeal the mandatory retirement age of seventy for state justices and judges.

Creates a loan repayment assistance program for licensed attorneys who practice law in the public interest in Hawaii.

RELATING TO FAMILY COURT.

Makes an appropriation for the expansion of the Kids First program in the judiciary to include co-parenting classes for litigants engaged in high-conflict divorce cases.

Replaces custody evaluators with court-appointed fact finders; establishes the family first revolving fund to pay the fees of court-appointed experts; establishes a family court review commission.

Establishes a fee schedule for court-appointed fact finders to assist family court judges in determining child custody and visitation arrangements.

When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.
