RELATING TO THE OFFICE OF HAWAIIAN AFFAIRS.

Authorizes the office of Hawaiian affairs to make all necessary and appropriate disbursements of its moneys by issuing checks in its own name and by any other means.

RELATING TO THE OFFICE OF HAWAIIAN AFFAIRS.

Clarifies the lands comprising and the revenue derived from the public land trust under the state constitution.

AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS AND MAKING AN APPROPRIATION FOR THE CONSTRUCTION OF AN OFFICE OF HAWAIIAN AFFAIRS BUILDING AND A HAWAIIAN COMMUNITY CENTER.

Authorizes the issuance of general obligation bonds and makes an appropriation to build an office of Hawaiian affairs building and a Hawaiian community center.

Appropriates funds for the weed and seed strategy.

RELATING TO THE CRIME VICTIM COMPENSATION.

Exempts the crime victim compensation commission from central services and administrative expenses. Authorizes the commission to compensate surviving relatives of a deceased victim for mental health services. Authorizes the garnishment of a committed person's earnings to pay crime victim compensation fees ordered by the court.

RELATING TO THE CRIME VICTIM COMPENSATION FEE.

Makes the crime victim compensation fee mandatory, regardless of ability to pay. Prioritizes the order in which defendant's court-ordered payments shall be made.

RELATING TO ELECTRONIC SURVEILLANCE.

Repeals State's electronic surveillance statute and conforms the State's electronic surveillance laws to federal laws; regulates oral, electronic, and wire communications surveillance and interception; authorizes interception of communications if the interception might provide evidence of a crime, and sets procedures for surveillance and interception; authorizes emergency surveillance without a prior court order in certain circumstances; makes appropriation to attorney general.
