RELATING TO VOTING.

Requires the chief election officer to implement a voter education program designed to encourage voter registration and voter turnout; makes appropriation.

Allows same-day voter registration; reduces the closing date for voter registration from thirty days to fifteen days.

RELATING TO ABSENTEE BALLOTS.

Allows delivery of absentee ballot other than mail by a representative of an incapacitated voter or in special cases.

RELATING TO ELECTION DAY POLL WATCHERS.

Requires poll watchers to be instructed and certified by an authorized instructor. Requires list of watchers to be submitted 90 rather than 10 days before an election.

RELATING TO ELECTIONS.

Requires a vote recount for races in which the difference between the winner and the next highest vote-getter is less than one per cent of the total number of votes cast for that office.

Persons wishing to testify should submit 25 copies of their testimony, three-hole punched, to the committee clerk, Room 227, State Capitol, 24 hours prior to the hearing. Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.
