RELATING TO THE CIVIL RIGHTS COMMISSION.

Grants the civil rights commission the power to decide petitions for declaratory relief filed by its executive director on legal issues arising in the course of the investigation of complaints of discrimination.

RELATING TO STATUTORY REVISION: AMENDING, REENACTING, OR REPEALING VARIOUS PROVISIONS OF THE HAWAII REVISED STATUTES AND THE SESSION LAWS OF HAWAII FOR THE PURPOSE OF CORRECTING ERRORS AND REFERENCES, CLARIFYING LANGUAGE, AND DELETING OBSOLETE OR UNNECESSARY PROVISIONS.

Amends, reenacts, or repeals various provisions of the Hawaii Revised Statutes and the Session Laws of Hawaii for the purpose of correcting errors and references, clarifying language, and deleting obsolete or unnecessary provisions.

MAKING AN APPROPRIATION FOR UNIFORM LAWS.

Appropriates funds for Hawaii's contribution to the costs of the National Conference of Commissioners on Uniform State Laws and for related registration and travel expenses.

RELATING TO COURT INTERPRETERS.

Requires the judiciary to certify court interpreters and to appoint and use certified court interpreters in legal proceedings.

RELATING TO COURT INTERPRETERS.

Exempts court interpreters whose appearance is retained by the court from prosecution, penalty, or fine for any parking meter violation incurred in connection with their appearance in court.

RELATING TO COURT INTERPRETER SERVICES.

Creates the court interpreting services revolving fund and exempts the fund from central service expenses and departmental administrative expenses.

RELATING TO COURT APPOINTED COUNSEL.

Increases compensation for court appointed counsel.

RELATING TO UNCOLLECTIBLE ACCOUNTS.

Broadens statute that allows judiciary to write off uncollectible fines and restitution to include other types of delinquent receivables.

RELATING TO TRAFFIC INFRACTIONS.

Eliminates inconsistencies in adjudication of traffic offenses; clarifies application of section 291D-3(b) (applicability of administrative adjudication law) by providing that infractions not resulting in a criminal charge do not require court adjudication. Extends the time for answering a notice of traffic infraction from 15 to 21 days.

RELATING TO PETTY MISDEMEANORS.

Eliminates current statutory inconsistency between a statute defining a "petty misdemeanor" and statute setting forth the maximum term of imprisonment that may be imposed for a "petty misdemeanor".

RELATING TO BAIL.

Establishes offense of bail jumping in the 3rd degree for persons charged with petty misdemeanors. Clarifies offense of bail jumping in the 2nd degree as persons released either by courts or law enforcement agencies. Allows courts the discretion to treat bail jumping in the 2nd degree as a petty misdemeanor.

RELATING TO THE DISPOSITION OF CONVICTED DEFENDANTS.

Allows a person sentenced for a first-time drug offense prior to 7/01/02, who has a satisfactory record of drug treatment and abstinence, to apply for re-sentencing and expungement of related arrest and conviction records.

RELATING TO INTERMEDIATE SANCTIONS.

Appropriates funds to members of the interagency council on intermediate sanctions to carry out its 5-year strategic plan to reduce adult offender recidivism and to institutionalize enhancements to Hawaii's criminal justice system.

RELATING TO INTERSTATE COMPACT FOR THE SUPERVISION OF ADULT OFFENDERS.

Lists state compact administrator's responsibilities. Sets 4-year terms for all state council for interstate adult offender supervision members, except department of public safety member. Subjects victims group representative and compact administrator to section 26-34, HRS (gubernatorial appointment; senate confirmation; 4-year term). Sets 2-term limit for all members.

RELATING TO SMALL CLAIMS COURT.

Clarifies that the district court having jurisdiction over a civil action involving summary possession has concurrent jurisdiction with the small claims court over security deposit disputes between a landlord and tenant.
