PROPOSING AN AMENDMENT TO ARTICLE V, SECTION 6, OF THE HAWAII CONSTITUTION, TO PROVIDE FOR THE ELECTION OF THE ATTORNEY GENERAL. Proposes a constitutional amendment to article V, section 6, of the State Constitution to provide that the attorney general be elected on a nonpartisan basis rather than be appointed by the governor. |

RELATING TO CAMPAIGN SPENDING. Strengthens and clarifies campaign spending law. Prohibits fundraising on state or county property. Limits contributions of out-of-state residents. Restricts certain contributions from banks, corporations, and labor organizations. Includes recorded telephone messages within definition of "advertising". Reduces time period that a county clerk must preserve campaign spending reports from 10 to 4 years. Allows campaign committees without a computer to file reports nonelectronically. Prohibits candidates from contributing campaign funds to charitable and other organizations. Limits noncandidate committees' contributions. Removes $50,000 public contract amount threshold to be prohibited from campaign contributions. Requires campaign loans to be repaid in one year. |

RELATING TO CAMPAIGN SPENDING. Establishes a comprehensive public funding program for state legislative candidates and candidates for governor and lieutenant governor who agree to abide by campaign contribution and expenditure limits and meet other criteria. |

Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.
