RELATING TO FIREARMS, AMMUNITION, AND DANGEROUS WEAPONS.

Raises the age for allowable transfers of rifle or shotgun from 18 years old to 21 years old.

RELATING TO FIREARMS.

Expands the options of the Attorney General, the Director of Public Safety, and the chiefs of police in disposing of forfeited firearms by allowing these agencies: to (1) use forfeited firearms; or (2) transfer forfeited items to licensed firearms dealers in exchange, or partial exchange, of new firearms or less lethal weapons to be used by the agency.

RELATING TO 911 EMERGENCY SERVICE.

Establishes the offense of misuse of 911 telephone service for accessing 911 and knowingly causing a false alarm or making a false complaint or report. Makes the offense of misuse of 911 telephone service a misdeameanor.

RELATING TO OFFENSES AGAINST PUBLIC ADMINISTRATION.

Establishes offenses of endangering a law enforcement animal and interfering with a law enforcement animal; provides definitions; requires restitution for violations.

RELATING TO UNAUTHORIZED ENTRY INTO MOTOR VEHICLES.

Creates offenses of unauthorized entry into a motor vehicle in the 1st and 2nd degrees.

RELATING TO THEFT.

Provides that an individual caught with stolen property belong to three or more persons commits felony theft.

RELATING TO NUISANCE ABATEMENT.

Clarifies the standard of proof in a nuisance abatement suit is preponderance of the evidence. Authorizes the court to issue a protective order authorizing the nondisclosure of the identity of witnesses upon a showing of prior threats or acts of violence. Allows a court to order the suspension and/or revocation of a business, professional, operational, or liquor license.

RELATING TO TESTIMONY.

Adopts a uniform standard based on the Federal Rules of Evidence to ensure the admissibility of reliable, trustworthy, and relevant lay and expert testimony in judicial proceedings.

RELATING TO THE HAWAII RULES OF EVIDENCE.

Allows individuals, corporations, and government entities to offer apologies or other expressions of sympathy without fear of such gestures being used against them to establish civil liability.

RELATING TO CRIMINAL HISTORY RECORD INFORMATION.

Adds definitions for "criminal history record check" and "criminal history record name inquiry." Updates the fee schedule for criminal history record check services to include criminal history record checks done via the Internet. Extends the fee exemption to include nonprofit charitable organizations' adult volunteers having direct contact with the elderly and disabled.

RELATING TO THE NATIONAL CRIME PREVENTION AND PRIVACY COMPACT.

Facilitates the interstate exchange of criminal history informatioin for noncriminal justice purposes, including but not limited to, backround checks for the licensing and screening of employees and volunteers.

RELATING TO SEX OFFENDERS.

Amends the sex offender registry law by defining covered offenses and covered offenders subject to registration requirements; establishes procedure for terminating registration requirements; establishes standards for internet public access and on-site public access; makes appropriation.

RELATING TO THE DEFINITION OF SEXUAL CONDUCT.

Deletes a duplicate definition of "sexual conduct" from the Penal Code.

RELATING TO LAW ENFORCEMENT.

Transfers the law enforcement and security functions of the Department of Public Safety to the Department of Attorney General.
