RELATING TO SUBPOENAS.

Entitles a police officer who testifies or is compelled to be available as a state witness under a subpoena when off-duty to overtime compensation. Requires the State to reimburse the counties for 50% of overtime compensation paid.

MAKING APPROPRIATIONS FOR AGRICULTURAL INFRASTRUCTURE.

Appropriates $200,000 for planning and construction of the Honomalino Irrigation System and $500,000 to prepare the Agricultural Water Use and Development Plan.

RELATING TO COUNTIES.

Requires State agency that receives county assistance, services, permission to use county property, to indemnify the county.

RELATING TO THE STATE FIRE COUNCIL.

Provides the authority to the state fire council to expend federal grant funds for the purpose of firefighting training.

A BILL FOR AN ACT RELATING TO FIRE PROTECTION.

Allows the State Fire Council to expend any federal grant money it receives. Creates the State Fire Council special fund. Allows the counties to waive the 20-day requirement for obtaining a fireworks permit. Allows the Council to utilize fees and fines collected from fireworks use to fund operations and positions.

RELATING TO PAWNBROKERS AND SECONDHAND DEALERS.

Requires pawnshops to electronically file pawn slips with Honolulu Police Department.

RELATING TO PUBLIC MEETINGS.

Clarifies that two members of a board may discuss official board business outside of a meeting, limited only by the requirement that no commitment to vote is make or sought. Also allows two or more members of a board, but less than the number of members which would constitute a quorum, to discuss matters relating to official board business at meetings of another board or at public hearings of the Legislature provided that: (1) the members announce their intent to attend such meeting or hearing at a noticed meeting of the board; and (2) the members report their attendance and the discussion at a subsequent meeting.

ELATING TO THE COUNTIES' EMINENT DOMAIN POWERS.

Restricts the eminent domain powers of the counties to ensure that private property, if acquired by a county through its eminent domain powers, is acquired only for public uses and not for private use.

MAKING AN APPROPRIATION FOR EXPENSES OF THE 2005 NATIONAL ASSOCIATION OF COUNTIES ANNUAL CONFERENCE AND EXPOSITION IN HONOLULU.

Appropriates funds for the expenses of hosting the 2005 National Association of Counties Annual Conference and Exposition at the Hawaii convention center.

Prohibits the governor and the director of finance from restricting any state agency's ability to expend federal grant moneys if already approved by the granting federal agency.

RELATING TO INTOXICATING LIQUOR.

Authorizes the liquor commissions to use revenues from licensing fees and fines for alcohol abuse prevention programs.

RELATING TO COUNTY LIQUOR COMMISSIONS.

Makes criminal history record check in accordance with section 846-2.7, HRS, mandatory for liquor license applicants. Requires a state criminal conviction record check to be conducted on managers and employees who are required to register with the county liquor commission prior to employment.

RELATING TO COUNTY LIQUOR COMMISSIONS.

Allows counties to regulate the liquor commissions within their own jurisdiction. Allows the counties to adopt ordinances that are consistent with, or more stringent than, with the intoxicating liquor statutes.

MAKING AN APPROPRIATION FOR DEVELOPMENT OF A NON-EMERGENCY REPORTING SYSTEM, KNOWN AS 3-1-1.

Appropriates funds to the Honolulu police department for the development costs of a 311 non-emergency reporting system.

RELATING TO COUNTY ETHICS COMMISSIONS.

Provides standards for the selection of county ethics commission members to ensure their impartiality and independence.
